圓燈coaster應該還有一定數量

Did the government "forced" all public and private minibus convert to 16 seats at the 80's, cause few weeks ago, I was taking my car to service at Crown Motor, and I saw a white coaster (80's with round headlight) with only 14 seats (1 front seats) and the seat cover and other stuff seems original.

The Government would not fix the number of seat but limit the number.
There are minibuses with 8-16 passenger seats running in the city.
