I assume that he's talking about his bug. AT bugs have a "shift lock system" that prevent u shift out from P/N without depressing the brake and presssing the button, also preventing u to pull out the key when not in P.
It contains a solenoid and a "Key interlock cable". In his case, it might be the solenoid that is not functioning properly...
