屯門游泳池設計顧問合約資格預審
1.背景資料
屯馬綫延綫 (TME) 是一條鐵路，由屯門站現有的屯馬綫延伸至屯門南站的新高架車站。為促進鐵路發展，現有的屯門游泳池（TMSP）將騰空並重新設置於屯門高爾夫球中心。屯門高爾夫球中心的練習果嶺的地方將相應搬遷。
港鐵公司於 2016 年完成了 TME 的技術研究，並向政府提交了項目建議書。 TME 的初步設計和 TMSP 及相關設施的重新配置已於 2020 年 10 月開始。已在香港設立或必須設立辦事處並具有公共游泳池設計經驗的顧問，以進行重新配置TMSP、練習果嶺及附屬設施的設計。
要求設計將由土木和結構工程顧問領導。
2.服務範圍
TMSP 的設計範圍將包括：
(a) 一項多學科技術研究，以參考初步設計製定、說明和完成重新提供 TMSP、練習果嶺和輔助設施的設計，並獲得所有必要的法定施工批准；
(b) 為重建 TMSP、練習果嶺和附屬設施的建造準備招標文件；
(c) 為工程合約的投標評估程序提供支持；
(d) 在工程和後期工程合同期間以及移交階段提供服務；
(e) 採用建築信息模型 (BIM) 來開發協調設計和聯合模型，並準備項目的可交付成果；
(f) 為建築制定 DfMA 和 MiC 戰略，以提高安全性、質量和生產力；
(g) 按要求準備分階段開業安排、方案、項目風險評估和成本估算；
(h) 與政府的用戶、管理和維修部門以及有關法定機構就設計和佈局協議、法定提交批准以及管理和維修界線進行聯絡；
(i) 準備土地需求計劃和文件；和
(j) 為公眾諮詢提供技術支持。

Pre-qualification for Design Services
Expressions of Interest are invited from combined multi-disciplinary professional consultants
1.Background Information
Tuen Ma Extension (TME) is envisaged as railway extending from the existing Tuen Ma Line at Tuen Mun Station to a new elevated terminus in Tuen Mun South area. To facilitate the railway development, the existing Tuen Mun Swimming Pool (TMSP) will be vacated and re-provisioned at the Tuen Mun Golf Centre.The Practice Greens at the Tuen Mun Golf Centre will be relocated accordingly.
MTR Corporation Limited completed a technical study for TME and submitted a project proposal to Government in 2016.Preliminary design of TME and re-provisioning of TMSP and associated facilities has commenced in October 2020.Expressions of Interest are invited from suitably qualified combined multi-disciplinary consultants who have established or must establish an office in Hong Kong and have previous experience in design of public swimming pool, to carry out the design for re-provisioning of TMSP, practice greens and ancillary facilities.
It is required that the design will be led by a civil and structural engineering consultant.
2.Scope of Services
The scope of design for TMSP will include:
(a) a multi-disciplinary technical study to develop, illustrate and complete the design for the re-provisioning of TMSP, practice greens and ancillary facilities with reference to the preliminary design and obtain all necessary statutory approvals for construction;
(b) preparation of tender documentation for construction of re-provisioning TMSP, practice greens and ancillary facilities;
(c) providing support on tender assessment process for the works contracts;
(d) providing services during works and post works contract, and during the handover stage;
(e) adoption of Building Information Modelling (BIM) to develop the coordinated design and federated model, and to prepare deliverables of the project;
(f) Development of DfMA and MiC strategy for construction to enhance safety, quality and productivity;
(g) preparation of phased opening arrangement as required, programmes, project risk assessments and cost estimates;
(h) liaison with user, management and maintenance departments of Government and the relevant statutory authorities for design and layout agreement, statutory submissions approval, and management and maintenance demarcation;
(i) preparation of the land requirement plans and documents; and
(j) providing technical supports to public consultation.

4.Expressions of Interest

5.Deadline to Return Answers / Information
Upon expression of interest, the Applicants will receive invitation of pre-qualification via the E-Tendering System. The Applicants shall complete and submit all information and details as required in the invitation via the E-Tendering System no later than the time specified in the pre-qualification invitation letter.

6.Other Matters
As part of the required information each Applicant shall be required to submit audited accounts covering the three years prior to the date set for prequalification submission.When an Applicant is a joint venture then each partner shall submit separate accounts.

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods.Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited.Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
