話說1893年既1月18日
當日市區氣溫得0度,而因當時天文台係郊區沒有設儀器,所以郊區既氣溫係冇紀錄
而當日落雪主要係山頂區同郊區, 連天文台都有紀錄
根據當日英文「中國郵報」刊載,山頂若干樓宇門前被雪封,山頂纜 ...

不一定要新界才是郊區。
以當時的發展情況，不是維多利亞城範圍的地方很可能已被當作郊區了。 睇完個標題又體現o左普通香港人o既氣象水平有幾低

I think that the rural area means the New Territories nowadays, not the other cities where outside Victoria City.According to my limited knowledge about weather, the other part of cities (maybe defined as "rural area" in 1893) such as North Point or Kowloon City have lower chance to have snow because of the lowland area (but I do not know if there was snow in 1893).
Since the weather is colder in New Territories such as Tai Po, there is higher chance to have snow.
The explanation is just my guess, or if one likes, one can try to find information to prove.I just use the information to guess what is the possible answer.Sorry for any mistake until one can show that there was lati-snow in which part of rual area in 1893.

胡總，溫總都係先坐飛機，後轉火車／其他交通工具。
根本不需要大驚小怪。
搭佈景？以現在網絡資訊既發達，係既話一早被踢爆啦。
