1977年，城巴有限公司的前身Passenger Transportation Services (Asia) Limited成立，在香港提供公共交通管理顧問服務。及後於1979年，該公司開始營運非專利巴士路線，並冠以城市巴士（後來改為現今的城巴）的稱號，包括香港船塢員工接送車服務。Passenger Transportation Services (Asia)於1983年改稱為現時的城巴有限公司。
