No. This photo is taken in Singapore. (I can recognized the background of the photo.)
This bus actually is not really a double decker bus. I consider this bus as a semi-double decker. (The headroom of the lower compartment is quite low. You cannot stand probably at the lower decker.)
By the way, this long distance bus operator's service is quite good and the ride to Kuala Lumpur is very comfortable. However, the price of the ticket is quite expensive compare to other operators.

Yes it is. However, Singapore allows most of the vehicles in Malaysia to dirve into Singapore, so it is not strange to find any vehicles in Singapore carrying Malaysia registration no. Except car and motorcycle, the rest of them have to get a permit from Singapore in order to carry any goods or passenger into Singapore. (You can also find cars, motorcycles and coaches carrying Singapore registration no. in Malaysia.)
Answering Blueblue's question: The whole journey from Singapore to Malaysia is about
5 hrs to 5 1/2 hours.

well, such situation isn't difficult to find in Europe!
lots of European coaches travel in the whole Europe (EU countries) withour having permit.
