同埋0個陣時東行唔算塞，但西行就唔知點解

我 15:35 見佢啱啱壞車 , 嗰陣東西行都已經塞到咩咁 ..
估唔到要成個鐘先有拖車到 ..

* 用 24 小時制就唔應該加 pm ..
