"Subject to changes without prior notice"became a reality...

It was announced that the ferry service between Tsim Sha Tsui East and Central
would operate until 0110 tonight,with a frequency of 20minutes.However,no vessel came up in TSTE from 2350 till 0010..anda policeman announced that all ferry services have been terminated at 1200,should it be due to police operations?
I am really looking forward to an answer.
