well....in US, it's even worse, if you don't use email tosend you resume, but rather, use snail mail (USPS) those employer, especially High Tech firm will not hire you, because you are not innovative enought...:)

But Hong Kong maybe different - especially those SME, some employer even not know what is PDF (don't say how to open), their IT skill....:L

Well, for large company like HA, KMB and KCRC, they only accpet postal apply....not innovate enough...I mean the employer! (while NWFB/CTB, MTR & Govt' accpet electronic format)

Same in Australia, in fact , some firm won't even provide a postal address for applications, and here I am talking about enterprise size companies.

What I do usually is in the email body briefly like this:

Dear Sir/Madam

Attached with this email is a copy of my CV letter and my resume.

Thank you for you attention, looking forward to seeing your reply soon.

Yours sincerely,
_________

In most cases, this is sufficient enough. Sometimes employer specify that you put in an exact subject name, and tell you that they won't read it if it is not the right subject heading. Basically that is to identify your attention to detail, and that is in fact just as important as what you say in the resume itself.

I have not applied jobs in HK before, it seems that HR's recruitment method are slightly different to western countries.
