not just PLA do that, before 97 Roayl Navy did that as well......i guess their reasons are not just standby for rescue mission, also can protect the ship for not crashing against the pier.............other theory comes in my mind is when mission comes out. That would be more easy for them to make way compare to pier.........other ideas???
