it looks identical to the other E400 trident being delivered in their hundreds to First & Arriva...

This E400 still carries the old style front light custer on 2011 model and unlike the Hong Kong E400 and McGill 900 with LED lights. I can see from your pictures that some E200 got the new light custet but omit the LED light. This is down to the operator whether to spend more money on the light to save the enviornment. This brand new E400 with little different to 2006, 2007, etc models.

it is an issue of money really; ADL launched an 'improved' version of the E400 incorporating some of the stuff you mentioned. But TfL did not specify those 'improvements' as necessary for London contracts, and those buses cost more money;
