I guess it's Dennis Loline III, becoz' the first generation of Bristol Lodekka have one step~~

If you only count the current generation,
the answer is Travel West Midlands.

TWM's 4001, a DAF DB250LF/Optare Spectra was indeed the 1st low floor decker
to get to its owner, but neither it or 4002 were the first to enter revenue service.
That honour fails to R222AJP (another DB250LF/Spectra) of Peters, Brislington,
who managed to beat TWM by just a matter of days.

The version I heard was that 4001 was beaten by R222AJP only by a few hours.

Anyway, our 4001 is the first one according to chassic number

This is what I try to bring out from this topic to discuss
TWM's 4001 is the first one according to chassic number of DAF DB250LF/ Optare Spectra

However Abus' (Alan J Peter) claims on their website that the 1st bus is R222 AJP which entered service on 1st Oct 1998, the 1st Low floor bus in Britain by few hours earlier

By mid 1997 Optare had designed a body for the vehicle and during the summer Alan Peters became the first operator to order a Fully Accessible Low Floor double deck bus.

Due to problems agreeing a price for trading in M645 RCP the order was slightly delayed and at the October 1997 show the vehicle finished to the order of West Midlands Travel was on display. However the school services introduced had increased turnover to the extent that the vehicle could be purchased without any trade in and on 3rd February 1998 R222 AJP was collected from Hughes Daf (by now called Arriva Bus and Coach). This was the Third low floor Optare spectra produced.

A chance conversation revealed that West Midlands were launching their bus at midday on the following day so after much effort at 0650 on Wednesday 4th February 1998 R222 AJP became the first low floor fully accessible double deck bus to enter service in Great Britain.
