「文化政策與公民社會─香港有甚麼可能?」

這文章的標題是學者龍應台於2004年11月9日在港大網頁發表的文章
「文化政策與公民社會─香港有甚麼可能?」

天星碼頭將會清拆,引起「護鐘行動」。
西九文娛藝術區「意見分歧」,推到重來。

究竟香港--「文化沙漠」這惡名何時才抹走?

本人曾在政府有關文化節目推廣的部門實習,也曾做過兒童興趣班助教,對政府的文化政策有點執著。


曾遇到令我痛心的事

有次遇到一位學生被學校安排欣賞演奏會,他竟全程呼呼大睡,問他點解要來欣賞演奏會,他竟答「我來涼冷氣、睡覺,而且是老師迫我來的,對節目無興趣,當然睡覺。」究竟學校為甚麼要安排安排欣賞演奏會?提高學生藝術修養?教統局安排的事?

當聽到這位學生的說話,我感到痛心,痛心的是學校將資源投放予學生,希望增加學生的藝術修養,但得到的就是這樣回應。

對於九十年代初出生的學生而言,音樂藝術「與我無關」,他們認為,我只需知道「偶像」的消息,上討論區看外界對「偶像」留言,誰說他壞事便攻擊討論者。令他知道「偶像」永遠是對的。


文化、保育政策對培養新生代藝術修養的重要性

「文化沙漠」這四字對香港而言是一個恥辱,但政府從沒有實質行動令香港脫這污名,直至本年的施政報告才提出注資四千萬予「藝術及體育發展基金」,本人相信所帶來的幫助也不大。

「文化遺產」這四字對香港市民而言並不陌生,只需花一百四十元到距離香港一小時船程的澳門就是一個「文化遺產」。可是百分之八十的港人只會到那裏賭博,真正遊覽的只有小數。香港想選一個地方做「文化遺產」的機會等於零,因為港人認為無需要保留舊有建築,把這些建築清拆建商廈、住宅賺取大筆金錢好比花錢作出保養。當政府也有這觀念時,新生代一樣不會作出珍惜,一座又一座古建築物會從此消失!

香港最後一個私人的劇院--新光戲院又差點兒消失,政府也是「不聞不問」,粵劇也終有消失的一日。汪明荃女士曾指政府「不聞不問」,只給予高山劇場作粵劇使用、演出。本人曾到高山劇場,發現這場地不只有粵劇演出,還有舞台劇、音樂會、畢業禮,甚麼都安放在這場地,可想而知為何會令到粵劇界的不滿。

本人認為文化政策應由政府重視,不是完全交由民間執行,政府不重視,受害的是下一代!

即係咁... 我唔反對你地有文化素養,但鼓勵還鼓勵,
我始終唔認為呢個世界人人都培養得出有文化素養,
亦唔係靠政府支持就可以提高到。

我唔抗拒「文化沙漠」呢個稱號。
調番轉講,呢個特色亦可以話係「香港文化」。

我始終唔認為又要到歌劇院細心欣賞,
又要保留歷史建築等等,先叫文化。

或者你會話我無文化又呢樣又果樣。
係,我比你低俗同野蠻,但我真係唔明點解一日到黑都要咁嘈法。

「文化沙漠」is a shame, seriously, especially in Seattle, where the city 63% of residents are College Bachlor graduate (the highest in the whole USA!!!) and where almost everyone in the city read books (anywhere, at the bus stop, cafe,) and almost everyone at least watch a performance (ballet, broadway, off broadway, shakesphere, or Gilbert and Sullivan) once a year.  You will know how lack behind HK's  文化 is.  Seriouly, Sometimes I feel that even most Chinese/ Taiwanese students have better manners at performance hall/ Art shows then most HK student (as I've seen numerous times HK students here wear jeans/ tee, talk on the phone, or sleep through a concert...this is totally unacceptable behavior here in Seattle...)  As I was at the Dead Sea Scroll exhibition few days ago, I've seen couple HK students chatting lound, and talking and talking...Also, at the Glass museum, I've seen HK students touching the exhibits...(what is the YELLOW LINE for then...and those are thousands, if not million dollars exhibits....)

I don't expect everyone need to be so culturally flooded, but at least show some civil manners!!!

I even don't expect so.

What I think is, if they don't like culture, then don't let them participate.
That is no use to them.

What I oppose to you two is that you two are forcing them to touch
something they don't like, and those things are not related to discipline
and moral standards.  And as a matter of fact, when I say "don't let them
participate", it's a punishment to them for their lack of discipline.

Develop their discipline *first*...

actually, "culture" doesn't mean "peformance"/"historical constructions"......

it is about "history", "people", "lifestyle" and the interactions between them...
and it is about something happening in everyday life.

what worrying me is, more and more people now neglect one's history......
we don't concern about history, even our own history, and what's most important to HK People now is "how much money we ccan earn?"...... this is the most terrible trend.

These two are not conflicting issues.
Many places earn real money on preserving their histories and culture.
(And by "culture", I do mean lifestyle, tradition and such.  I didn't have any misunderstanding!!).

yes, "culture" & "money" should be CO-EXISTING and they should be able to help each other....

but you see the situation in HONGKONG. what's the case?

what I can see is the demolition/abandonment/sacrifice of  Culture in return of Money...
and the trend is going worse.

don't you think it is a worrying trend?

P.S.  For the status of the discussion, I have no face of resigning from
my attitude, even if I am already in big trouble maintaining it.

But I think you have put the cart before the horse.

Why I say so?
Is it the population in general who think that culture is not important,
or is it that the government thinks that first?

Such dichotomy is not created by the people but the government,
and the leading acts of this trend are actions from the government,
while the developers are just encouraged by the government for doing what they are doing.
