nono, it's not uncommon to see this in London, guess what he's doing, he's a Taxi license exam student (this is not even new!!!)  As most people who learn how to drive a taxi (Public Carriage) has to pass the map exam (dunno the actual name), therefore, u can see some people riding on scooter with map like this, he's trying to learn the road.

I think this guy works for addison lee courier....their bike are silver as far as  i remember...

haha, even in NYC, i've seen bikes and mopad/ scooter have such device.
