how come they have the same fleet no.?
Were these fleet numbers issued by their company but not London Transport??? |

Fleetnames are allocated by each company, so each company can call their vehicles whatever they like- even have no fleet names or numbers at all!

For example before CTB and NWFB become a family, there are 42 buses with the same fleet no.(1001-1042) |

It certainly not the same case as the London one.
Bus services in London was devided historically from one single network of LT into many parts with the deregulation and privatisation in the 80's, and nowadays, the service are still regulated highly by TfL.
In HK, there isn't a single network since regulation, and there isn't a regulation body for franchised bus services in HK at all.
