No, this is a bicycle rack.
It is common to use on the buses in the USA, for example, the buses serve in Los Angeles.  Of course, this rack can hold 2 bicycles in the same time.

P.S. According to CAT, Las Vegas, the same kind of double-decker buses also have been serving on Route 115 since November 2006.  All buses that serves this route (115) are double-decker buses.

Not just only common to use in USA, bike rack is very common in Canada too~~

Vancouver Translink have over 80% transit buses (Just only some oldest Flyer E901A/E902 didn't installed the bike rack) was installed the bike rack; BC Transit was installed the bike racks at the entire of conventional fleets, so their Dennis Tridents, Dennis Darts and Alexander Dennis Enviro 500s have the bike rack at the front as well~~

不過條街搵個人都無，自己又細粒，所以無乜安全感
