Looks like it could be a relatively low floor emergency exit.

Does anyone have the official document for the change??  Which regulation is it??

好視乎TD係唔係跟EU，但咁樣一轉，下層坐位數量有機會減少，唔知有冇車廂相睇下

normally the position change of the emergency exit will not affect to the seats arrangement, thats y the seating capacity shouldn't be reduced as well

In fact, probably less awkward in the MAN NL262/263 and the likes, taking HK as an example.
