Probably, snow chain works well in deep snow. During this winter, Brighton & Hove is the only operator in the UK fitted snow chains to their vehicles. (Not to this particular vehicle obviously)

However if the tyres can make contact to the tarmac on the road, it's better to have winter tyres. Winter tyres are made of a differnt type of rubber with softer compound where normal / summer tyres will go hard when the temperature is less then 7c. Tread on winter tyres are designed in a different pattern i.e. block shape pattern rather than rib shape pattern, allowing better grip in snowy and icey road conditions.
