應該是。理論上所有冷暖鋒的前沿均會下雨。
註:
2006 年 3 月 1 日早上氣溫將跌至攝氏 9 度。

Furthermore, no sunshine is allowed/ valid on 3/4.
And the next sunny period starts (or will start) on 3/5.

Therefore, the weather change is quite large in Hong Kong, espectially in March.

Solution:
The wether is not dry until the front comes to Hong Kong, i.e. the procedure of becoming cold is like that:
1. The cold front starts from North Pole or other nothern district.
2. After the cold front arrives Hong Kong, it should be rainny. Therefore, the weather cannot be dry until the front leaves.
(Some exception case: there will be very little rain depends on different cases, especially some in the 4th season of the year)
3. After the front leaves, the weather in Hong Kong becomes cold, sunny, and dry; except in some cases that no sunshine is valid, for example, the case on 2/17?)

Are you the "god of weather"?
You "allow" or "disallow" some weather conditions to happen?
And, it is "especially", not "expectially".
My suggestion for a clearer version (suppose the information you give is valid):
