You are just trying to make yourself SOUND reasonable.
You said "The whole NT West has problem" and when I pointed out that Tuen Mun has no problem at all, you try to find other excuses (the mountains! and the 70s). Ya... now that it is quite reasonable to say that Tin Shui Wai is lack of public facilities BECAUSE there are not as many mountains as in Tuen Mun, and that Tin Shui Wai is developed much later than Tuen Mun. In fact if Tin Shui Wai was developed in the 70s, there should be a Tin Shui Wai Town Hall!!! God knows!
Are you also saying that from the 70s to 1987, the government DIDN'T reserve space for LRT development in Tuen Mun, and in 1987, the LRT tracks SUDDENLY appeared on the ground from no where? Weird claim... isnt' it? And if it is not the case, how can you prove that "LRT had restricted the development of facilities" when Tuen Mun is already a counter proof?

HK Gov't had reserved space for the development of such Light Railway service, but the original plan was to built up 全架空系統 like the existing 馬鞍山支線 from Yuen Long to Tsuen Wan MTR, therefore the space is reserved, but very little. However, the plan was banned after the report that the price is too expensive in 1984, this LRT is the contingency plan and it used up the existing reserved space and existing road.
Gov't did not have enough time to test and chose the Australian design, and so they gave you the LRT between Yuen Long and Tuen Mun.
