Another factor we may have to consider is that the quality of the brake pads are not top notch.  Low dust brake pads cost more and when you have a large fleet of buses in service, the cost can be significantly higher than the cheaper alternatives.  With that said, cheaper brake pads will generate a lot more brake dust and the wheels of the buses are likely to look dark and dirty.  Even though you have wheel covers on the wheels, they cannot protect and stop brake dust from forming, it is part of physics, grinding/stopping.
